The ӣƵ requires local educational agencies (LEAs) to submit data annually for state performance plan indicators (SPPI) to meet the public reporting responsibilities under the Individuals with Disabilities Education Act (IDEA). This letter notifies LEAs about the 2024-25 school year data submission deadline for both SPPI 7 and 13 in the SPP application of the Texas Education Agency Login (ӣƵL) and Child Find (SPPI 11A/B and 12) in the Texas Student Data System (TSDS).
Child Find Data Collection (SPPI 11 and 12)
LEAs must “Complete” their data submission for the Child Find collection through TSDS no later than July 31, 2025, at 11:59 p.m. This data submission includes the following two indicators:
- SPPI 11A/B (Initial Evaluation and Eligibility Determination): Measures whether initial evaluations (11A) and eligibility determinations (11B) are completed within Texas’s state-established timelines, as permitted under federal regulation. While Texas submits only SPPI 11A for federal SPP/APR reporting, both 11A and 11B are used by ӣƵ to identify noncompliance and issue any required corrective actions.
- SPPI 12 (Early Childhood Transition): Measures the percentage of children referred by Part C prior to age 3, found eligible for Part B, who have an IEP developed and implemented by their third birthday.

State Performance Plan Data Collection (SPPI 7 and 13)
LEAs must “Certify” their data submission for SPPI 7 and 13 in the SPP application in ӣƵL no later than August 8, 2025, at 11:59 p.m. This data submission includes the following two indicators:
- SPPI 7 (Preschool Outcomes): Measures the percent of preschool children (ages 3–5) with IEPs who demonstrate improved (A) positive social-emotional skills, (B) acquisition and use of knowledge and skills, and (C) use of appropriate behaviors to meet their needs, between entry and exit from early childhood special education (ECSE) services.
- SPPI 13 (Secondary Transition): Measures the percent of youth with IEPs aged 16 and above whose IEPs include appropriate, measurable postsecondary goals, annual IEP goals, transition services (including courses of study), and evidence of student and agency participation, all aligned with IDEA transition planning requirements.

Use of Submitted Data
Data submitted for SPPI 11A/B, 12, and 13 are used in multiple reporting requirements:
- LEA Special Education Determinations: Post-clarification data for SPPI 11A, 12, and 13, along with data for SPPI 4B, 9, and 10, are used to calculate LEA special education determinations. These indicators are part of Federally Required Element #1 (SPP Compliance Indicators).
- SPP Noncompliance Letters: Post-clarification data for SPPI 11A and 11B, 12, and 13 are used to identify LEAs with a compliance rate below 100 percent on any of these indicators. LEAs that do not meet full compliance receive an SPP Noncompliance Letter.
- SPP/APR Submission and Public Reporting: Pre-clarification data for SPPI 11A, 12, and 13 are aggregated at the statewide level and submitted as part of the State Performance Plan/Annual Performance Report (SPP/APR), which is due to the U.S. Department of Education on the first business day of February. These same data are also used in the LEA, regional, and statewide SPP public reports, which assess performance and compliance against annual SPP targets.
News Special Education Data System (SPEDS) for 2025-26
The 2024–25 school year will be the final year that SPPI 7 and SPPI 13 data are submitted through the ӣƵL application. Beginning with the 2025–26 school year, these indicators will transition to the TSDS Special Education Data System (SPEDS) Summer Submission.
This change consolidates SPPIs 7, 11, 12, and 13 into a single submission system with one unified deadline, which falls on the last Thursday of July. By aligning all four indicators under SPEDS, the submission process will be streamlined and consistent across LEAs.
ӣƵ will provide guidance, training, and timely updates leading up to and throughout the 2025–26 school year. LEAs should monitor Special Education Newsletters, TAA correspondence, ӣƵ/LEA webinars, and the SPP indicator webpages for additional information.
